Rusal to Build SAYANAL-2 Aluminium Foil Rolling Plant in Khakassia

The February issue of Metallosnabzheniye i Sbyt magazine features interviews with managing directors of Sayanogorsk and Khakassky aluminium smelters and the SAYANAL plant. Sergey Sorokin, Managing Director of SAYANAL, discussed the investment programme, production modernisation, and new projects.
A key focus of Rusal's investment programme is the agreement signed with the Government of the Republic of Khakassia at the XXVII St. Petersburg International Economic Forum. Under this agreement, Rusal will establish a new production facility in Khakassia with an annual capacity exceeding 46,000 tonnes of aluminium foil and ribbon.
The project, named SAYANAL-2, will be part of the Khakasskaya Technological Valley special economic zone. Located next to Rusal SAYANAL’s existing foil rolling plant, it will be Russia’s largest aluminium processing project. The facility, equipped with rolling machinery valued at over 27 billion rubles, is expected to create approximately 500 jobs. The Khakassia government will provide infrastructure support, and commissioning is planned for 2029.
SAYANAL-2 will produce ultra-thin foil for combined packaging, similar to Tetra Pak, which exited the Russian market in 2022. Additionally, the project will enable the domestic production of foil for lithium-ion batteries, aligning with Russia’s plans for electric vehicle development.
